Before 2001, the black beret belonged exclusively to the 75th Ranger Regiment. It wasn't handed out—it, like the maroon & green beret, was earned. Then the Army adopted it as standard headgear because everyone needed to feel special & included, Rangers transitioned to the tan beret, and a debate was born that's still alive decades later.
This design exists because of that controversy.
Using a parody of the familiar "_____ Matters" format, it pokes fun at the idea that the black beret's significance changed the moment it became standard issue. It's military satire aimed squarely at one of the Army's most recognizable uniform decisions.
